What is a French official veterinarian and how is one appointed?
A French “vétérinaire sanitaire” is a veterinarian authorised by the administration and appointed by a keeper where the rules require one for the activity or animals. The title does not automatically mean fish specialist and is distinct from a veterinarian formally mandated by the State for a specific official task.
The role may cover surveillance, prevention, regulatory visits, advice on the establishment health plan and participation in official disease-control measures. Scope depends on the establishment: pet shop, holding subject to a programme, assembly operation or another regulated activity. Former French “category 1 and 2 health hazards” no longer summarise that scope.
How is one appointed?
Select a veterinarian whose authorisation covers the activity and geographical area. The veterinarian must accept the appointment. The keeper then submits the required information to the prefect through the departmental authority, generally the DDPP or DDETSPP. A change must also be notified and must not disrupt an ongoing surveillance or control programme.
For a pet shop dealing in domestic species, appointment and collaboration on the health plan are compulsory under Article 5 of the Order of 19 June 2025 (French summary). For another aquatic facility, ask the departmental authority which legal basis and form apply; keeping fish alone does not create the same obligation in every case.
